Try to create a new user account and check if it helps. Press Windows flakey + R and type netplwiz and click ok. This will open the User account window. Click add and follow the onscreen suggestions to create a new account and check. Please keep us updated on the status.

Just to add to Sumit's suggestion, you can still left click and drag the icons in Start Menu, All Apps to Desktop, just not the pinned Apps in Start. Hopefully MS will change that down the road. They really messed up the Start Menu, eg, No groups (folders for pinned Apps), wasted space of Recommended Apps, Menu not resizable.
If Windows 11/10 desktop icon spacing has suddenly changed and is now messed up, then you can set the spacing to the default value by following this tutorial: Set the icons to Auto Arrange mode.
Desktop Icon Columns. I have lots of shortcut icons on my desktop for files and programs. That means 2 or 3 columns of small icons. It would appear the Win 10 will only allow 1 column. I've messed with the icon spacing and vertical spacing (regedit) and the vertical spacing works but horizontal spacing seems to have no effect. Here's is basically how my system is: All my desktop icons are stuck on the left side of the desktop All file explorer view are stuck in details view. Now yes, I have turned off Auto-arrange, still refreshes to all icons on left. I have CofexD9.
